In the past, the dock bar has been just an appearance enhancer in operating systems. People have been led to believe that the dock is for those who are more conscious about appearance rather than performance and because of this, they quickly lost interest in it once they got used to it.
In truth, the dock bar can provide you more if you want it to. There are a lot of Dock bar applications available that do just that.
Here are a few Dock Bar applications that are available on the major Operating Systems.

Gnome Do

Gnome Do is a Quicksilver like application which allows you to search for items present on your Linux Desktop or Web. It also allows you to perform useful actions on the items that are found.
It has a nifty plugin called Docky that it's an excellent dock bar.

SuperDocker

This application lets you tweak your Mac Dock. By tweaking, I mean changing the position of the dock, switching between 2D and 3D, locking items on the dock, etc. SuperDocker can be used to tweak some Finder, Safari and System settings as well, and since these are directly accessible from the dock, it is really useful.

Dock Dodger

Are there any Linux ones that you could find that aren't GNOME-dependent? I use KDE and I'd be interested in trying a dock, although I don't know their purpose so I'd have to spend some time figuring out what is for... How is it different from a standard task bar, because its only icons?

Hey Lefty. Well they're not that different from the standard taskbar as you said, basically they're used as a program launcher / window listing integration.
Also excepting gnome-do (that as well doesn't really depend on Gnome libraries) the others can easily be used with KDE.

Just to note that Cairo-Dock (v2) have now a support for OpenGL. The use of your video card is maximized and the dock with many effects and plug-ins is fluid all the time even with a CPU under heavy load! (OpenGL is fully supported for Nvidia cards (from Ubuntu Hardy or Fedora 9) and Intel cards (from Ubuntu Karmic or Fedora 12) but not with ATI cards because these drivers are crappy :-( . (The Cairo backend is still available !)
